Viet Nam Rubber Group strengthens the development of plans and the implementation of certificates on sustainable rubber forest management

According to the Forestry Law No. 16/2017/QH14 dated November 15, 2017, Article 27 stipulates that forest owners as organizations must develop and implement a sustainable forest management plan. Next, the Government issued Decision No. 1288/QD-TTg dated October 1, 2018, approving the scheme of sustainable forest management and forest certification, according to which the forest owner is an enterprise with a scale of about 2,000 hectares of rubber trees or more, it is necessary to build sustainable forest management models. On November 16, 2018, the Ministry of Agriculture and Rural Development issued Circular No. 28/2018/TT-BNNPTNT regulating sustainable forest management with details on the content of sustainable forest management plans and the set of sustainable forest management standards with 7 principles, 34 criteria and 122 indicators, is built on the basis of current regulations of the Ministry of Agriculture and Rural Development and Vietnam Administration of Forestry and the international standard PEFC ST 1001:2010 of the Programme for the Endorsement of Forest Certification (PEFC).

The Viet Nam Forest Certification Scheme (VFCS) was endorsed by PEFC in October 2020, showing that VFCS is in line with international standards, opening up opportunities for Vietnamese products with VFCS/PEFC certification to enter the global market that is demanding sustainable products.
With the guidance and support of the Viet Nam Administration of Forestry and PEFC, since 2019, Viet Nam Rubber Group (VRG) has facilitated its members to develop sustainable forest management plans according to Circular No. 28/2018 of the Ministry of Agriculture and Rural Development and register to implement VFCS/PEFC certificates for rubber plantations and natural rubber processing factories.
Until July 2021, 11 VRG members were granted certificates of sustainable forest management according to the international standards PEFC ST 1001:2010 on 51,317 hectares of rubber and certificates of chain of custody management according to the international standards PEFC ST 2002:2013 for 20 factories. Two certification bodies have assessed and certified these companies are GFA Certification GmbH (Germany) and SGS Société Générale de Surveillance SA (Switzerland). Several other companies are waiting for assessment of certification.

VRG expects that by the end of 2021, over 268,000 hectares of rubber trees in Viet Nam will complete the Sustainable Forest Management Plans under VFCS, of which, about 100,000 hectares are expected to have VFCS/PEFC-FM certificates and about 38 processing factories may have VFCS/PEFC-CoC certificates (including 36 natural rubber processing factories and 2 rubberwood processing factories).
